Help wrtting Cubase logical preset

Can someone please help me write this logical preset for Cubase?
Here's what I want it to do:

1) Note number = 50
2) If CC 4 is between 1 and 31, transpose note number from 50 to 54.
3) If CC 4 is between 32 and 63, transpose note number from 50 to 55.
4) If CC 4 is between 64 and 95, transpose note number from 50 to 56.
5) If CC 4 is between 96 and 127, transpose note number from 50 to 57.

What ought to be the command lines? This is to play a Hi Hat and make a Hi Hat Pedal (CC4) control different Open Hi Hat samples in Addictive Drums and other drum software (Midi and input transformer).
