Several Voices Mics 

What would be a good mic, not too expensive, that could be used to record four people reading the parts of a puppet skit, maybe all sitting around a table?

A PZM might do the trick, but the results could be a little noisy. An omni condenser is another option, but unless the room is dead quiet and well treated, you're going to get a lot of background noise.

I'd suggest 2 mics in a figure 8 pattern set up like blumein pair. You'd need the talent to be pretty close to the mics, so they may need to stand as opposed to sitting. The cascade fathead mics reveiwed on this site would  be a good choice. If you don't have a preamp with a lot of clean gain, then the CAD M179 might be a better budget choice. Either pair would run you around $300.
